WHAT IS MUDAD? / PAYROLL & WAGE PROTECTION

    Pay your people.
    Keep the evidence clear.

Mudad is a Saudi platform for managing payroll and reporting wage payments. It is the official interface for the Ministry of Human Resources and Social Development’s Wage Protection Programme.

One platform. Two functions: payroll management and compliance.

    WHO IS IT FOR?

The people paying. The people paid.

Different roles—not the same access or responsibilities.

    Employers & payroll teams

Owners and authorised HR or finance staff managing wages and the establishment’s wage-protection obligations.

    Saudi & expatriate employees

Workers reviewing and responding to an employer’s explanation of a wage discrepancy.

This page covers business employment. Domestic-worker wage payments use a separate Musaned-linked route.

    WHAT IS IT FOR?

    Two functions. Clear responsibilities.

Choose the service you need. A payroll package and a reporting obligation are different things.

    PAYROLL MANAGEMENT

    Organise and pay wages.

    Prepare the pay run

Bring together the wage period, employee details, salaries and adjustments. Check the figures before payment.

    Process salary payments

Use the available payroll and bank services. Supported integration can automate wage-file reporting; check the selected package and bank setup.

    Keep the payment evidence

Retain the payment records and reconcile the outcome. A payroll spreadsheet alone does not show that money reached employees.

    WAGE-PROTECTION COMPLIANCE

    Report and follow up.

    Report wage payments

Use the electronically sealed wage file for the correct period, or the supported integrated route. Do not alter a sealed bank file to force acceptance.

    Check the compliance result

Review processing, compliance information and flagged items. An attempted upload is not an accepted result.

    Explain a flagged difference

The employer or authorised person submits a justification. The employee can accept or reject it; that response affects the compliance result.

Check the establishment’s current reporting obligations, deadlines and notices. A package’s employee band is not a legal exemption.

WHEN A WAGE DIFFERENCE IS FLAGGED

    An explanation needs a response.

A simple view of the responsibilities—not a live request or a guarantee of resolution.

    EMPLOYER

    Explain the difference

Review the flagged item and provide an accurate explanation.

    EMPLOYEE

    Read and respond

Compare it with what you were paid. Accept or reject it from your own account.

    COMPLIANCE RECORD

    Check the outcome

The response feeds into the establishment’s compliance result.

For employees: this is not a request to agree to a new salary. Respond according to what actually happened.

A formal wage claim is a separate process—not the same as a Mudad justification. Understand the HRSD routes

    ACCESS & PREPARATION

Start with your role. Prepare for your task.

Account access, bank authorisation and wage reporting are separate checks.

    FOR THE BUSINESS

    The right establishment and authority.

Start at official Mudad and choose payroll management or compliance. Use the establishment linked to your National ID / Iqama and the authorised business role.

HRSD’s upload guidance requires HRSD and GOSI establishment registration, the recorded main branch and owner or delegate, and business and employee bank accounts.

    FOR THE EMPLOYEE

    Your own explanation to review.

Use the official sign-in route to your account. Read the employer’s justification alongside your payment record before responding.

Follow the current registration and identity-verification prompts. Keep passwords, one-time codes and approvals under your control.

    For establishment readiness

    • Correct HRSD and GOSI establishment linkage
    • The owner or authorised person's access
    • Appropriate establishment and employee bank accounts

    For the wage period

    • Actual wage-payment evidence and the relevant month
    • Current employee records and agreed wage details
    • Electronically sealed file or supported bank integration; check the processing outcome

These are task-preparation groups—not one universal registration checklist. Bank/payment permissions may need separate activation.

    COSTS

The service. The package. The wages.

Keep each cost separate before choosing a payroll service.

    WAGE-FILE UPLOAD

    Listed as free

HRSD lists this upload service as free. That is not a statement that all Mudad services are free.

    Check the service card

    PAYROLL PACKAGE

    Confirm the current plan

Check the features, employee band, subscription period and VAT before paying. Do not assume every establishment must buy Advanced.

    Dated price reference

October 2026 planning reference: Advanced, 0–9 employees, SAR 460 annually including 15% VAT. This is not a verified current quote; confirm the tariff and included features with Mudad.

    OTHER AMOUNTS

    Separate costs

Salary funds, bank-transfer charges and DuVolks’ agreed assistance fees are separate. A subscription does not settle unpaid wages or remove discrepancies.

    DUVOLKS / PRACTICAL SUPPORT

    Make the next step clear.

Tell us the task and where you are in the process. We can discuss the relevant records, coordination and follow-up within an agreed scope.

    Clear responsibilities.

You retain control of identity verification and approvals. Government decisions, professional representation and third-party services remain subject to their own rules.

    Useful next steps.

This is DuVolks guidance, not the official portal. Use the authority’s current service requirements and the actual status of your request.

Current Mudad package pricing and signed-in steps remain unverified. Some dynamic or unavailable service pages could not be fully checked. No signed-in account, application or payment flow was tested. Current instructions and charges take precedence.
