WHAT IS HRSD? / SAUDI ARABIA

    Human resources.
    Social development.

HRSD is the Ministry of Human Resources and Social Development. Its remit spans labour, social development and civil-service matters—not just one employment portal.

Some services remain on HRSD’s own portal; others are delivered through its platforms and initiatives. This page focuses on business and employment.

    WHO IS IT FOR?

    Employers and workers. Different needs.

Choose the service that matches your role and the issue.

    FOR THE BUSINESS

    Owners, managers & authorised teams

Understand employer obligations, find the operating platform and follow official service or compliance matters.

    FOR THE EMPLOYEE

    Saudi and expatriate workers

Find employment guidance, the relevant employee service and help with a workplace issue.

Qiwa supports employment services; Ajeer supports temporary-work arrangements; recruitment (Istiqdam) services have their own routes, including Musaned for domestic-worker recruitment. Explore HRSD’s platforms and services

    WHAT IS IT FOR?

Know the rule. Choose the service.

These are service choices—not a sequence everyone must complete.

    EVERYDAY EMPLOYMENT

    Understand & operate.

    Labour rules & requirements

Check official decisions, service conditions and effective dates. Your activity and employment category affect what applies.

    HRSD for employers

    Contracts, hiring & work permits

Qiwa handles relevant employment transactions and workforce services for businesses and employees. Choose the task in Qiwa—not a generic HRSD registration.

    Understand Qiwa

    Wage protection & payroll

Mudad supports wage-protection reporting and payroll management. Paying wages and recording compliance are related but different tasks.

    Understand Mudad

    WHEN SOMETHING NEEDS ATTENTION

    Ask, check & resolve.

    Enquiries & service complaints

The Beneficiary Page handles questions, requests, complaints and reports. For a platform escalation, check the prior-complaint and timing conditions.

    Beneficiary Page

    Labour violations

Use the relevant Qiwa service to review an establishment’s violation and the available payment or objection route. Check the notice and applicable deadline.

    Labour violation service

    Labour disputes

Amicable settlement helps workers and employers seek an agreement. If unresolved, follow the applicable labour-court process; a support ticket is not a formal claim.

    Amicable settlement service

CHOOSE THE RIGHT KIND OF HELP

A service problem ≠ an employment dispute.

The route matters as much as the message.

    A PORTAL OR SERVICE ISSUE

    “My request is stuck.”

Keep the request reference and previous support response. Use the platform’s support route and, where eligible, the ministry’s escalation service.

A DISPUTE WITH THE OTHER PARTY

    “We disagree about employment rights.”

Check the formal dispute service for your situation. Domestic-worker disputes have a separate route; do not assume the general labour service applies.

Do not let a technical support enquiry delay a formal claim. Confirm relevant deadlines with the authority or a qualified adviser.

    ACCESS & PREPARATION

Start with the service. Not a document bundle.

Reading public guidance, signing in and submitting a request are separate tasks.

HOW TO ACCESS / ESTABLISHMENT SERVICES

    Authorised account manager → Nafath.

For establishment-related services on HRSD, DuVolks’ practical access guidance is: only an authorised account manager can access the establishment account through Nafath.

    1. Choose the service. Some remain on HRSD; others open a dedicated platform.
    2. The authorised manager verifies their own identity through Nafath.
    3. Select the establishment and use the services allowed by the assigned permissions.

Nafath verifies the person; it does not itself grant establishment authority. Individual and other service routes may differ. Keep identity approvals under the authorised person’s control.

WHAT TO PREPARE / FOR THE TASK

For an enquiry or service issue

Request reference, relevant dates, a short explanation and supporting records where needed.

    For a labour dispute

Contract or evidence of the employment relationship, case-specific records and appropriate authority if a representative acts for a party.

These records support the request—not a universal account-registration pack. Follow the selected service’s requirements.

    COSTS

The service and the wider cost are separate.

Check the selected service—not a blanket “HRSD is free” claim.

    OFFICIAL GUIDANCE

    Public access

Read public rules and service descriptions without buying a platform subscription.

    SELECTED MINISTRY SERVICES

    Listed as free

The current Beneficiary Page and amicable-settlement service cards list no service fee.

    CONNECTED TASKS & SUPPORT

    Check separately

Qiwa subscriptions, transaction charges, fines and any agreed professional support are separate. A free service does not waive these costs.

This page introduces the services. It is not a legal assessment or a promise of resolution. Government decisions and legal representation remain separate from DuVolks’ practical coordination.

    DUVOLKS / PRACTICAL SUPPORT

    Make the next step clear.

Tell us the task and where you are in the process. We can discuss the relevant records, coordination and follow-up within an agreed scope.

    Clear responsibilities.

You retain control of identity verification and approvals. Government decisions, professional representation and third-party services remain subject to their own rules.
