QIWA / EMPLOYMENT IN SAUDI ARABIA
Your business. Your people.
Understand Qiwa.
Qiwa is the Ministry of Human Resources and Social Development (HRSD) platform for managing employment—for businesses and employees.
From your first hire to everyday employment decisions. Understand the platform, the responsibilities and the steps that belong to you.
BEFORE YOU HIRE
Three things worth understanding first.
You do not need to know the terminology already. Start with what each part does for the employment relationship.
Employment contract
Records the employment terms agreed between the business and the employee. The employer sends it; the employee reviews and responds.
Sending a contract does not mean it has been accepted.
Follow the hand-offWork permit
Labour authorisation relevant to expatriate employment. It is one of the requirements for issuing or renewing residency—not the residence permit itself.
Economic activity & Nitaqat
The business’s recorded activity and workforce affect its Saudisation requirements and classification. One percentage does not apply to every business.
Check your classification before making hiring assumptions.
Understand NitaqatWHY YOUR ACTIVITY MATTERS
Start with the business you actually run.
- Recorded economic activityCheck the classification

FOR EMPLOYERS
From the first hire.
Through the working relationship.
Choose the task that fits your situation. These are different services—not six compulsory steps for every business.
Prepare to hire
Check establishment access, the recorded activity and your workforce position before assuming a recruitment service is available.
Understand business accessRecruit a new employee
Qiwa includes work-visa services. Check the relevant visa category, recruitment availability and establishment eligibility first.
Explore the visa journeyRequest an employee transfer
The business initiates the relevant transfer request. The employee has a response to make; further approvals or linked-system steps may remain.
Check the actual request status. Employee acceptance alone does not establish completion.
Document the contract
Prepare the employee information and proposed terms, send the contract for review and follow any amendment request through.
Who acts next?Keep records and permits current
Manage applicable work-permit renewals, contract updates and occupation changes. Check the requirements of the specific transaction.
Work-permit correction guidanceFollow the termination process
Use the relevant procedure, check the request’s status and identify any remaining offboarding obligations. A submitted request is not the whole process.
Discuss the required supportOccupation management, work-regulation approval and establishment certificates. Availability depends on the service and applicable conditions.
Official service referencesFOR EMPLOYEES
Your employment.
Your own part in the process.
Qiwa is not only for employers. Use your individual account for your own employment services and responses, where eligible.
Review a contract or ask for changes
Check what your employer sent. You can accept, reject or request amendments; make sure your response reflects the terms you intend to agree.
Respond to a transfer request
Understand the proposed move and your response. Acceptance is one part of the process; check what remains before assuming the transfer is complete.
Request an employment certificate
Use the employment-certificate service and view your request history. Confirm the recipient’s requirements for the document.
Request termination of a contract
The employee service requires an active Qiwa contract and no other termination request awaiting approval for that contract. Submitting a request does not remove contractual obligations.
Manage your professional information
Qiwa also offers résumé management. Keep this separate from the actions needed to manage your current contract.

A SHARED TASK / EMPLOYMENT CONTRACTS
One sends. One reviews.
Both need to know what was agreed.
This example explains responsibilities. It is not a live contract, a portal screen or a guarantee of approval.
- EMPLOYER
Prepare & send
Enter the employee details and proposed employment terms.
- EMPLOYEE
Read & respond
Accept, reject or request changes through the individual account.
- WHEN BOTH AGREE
Check documentation
Confirm the contract’s recorded status, rather than assuming the first submission completed it.
Before creating the contract
Prepare the employee information, job details, hours, dates and financial terms needed for this task. This is not a Qiwa account-registration checklist.
If the terms need correcting
The employee can request amendments. Review the revised terms before agreeing; do not treat an unanswered request as acceptance.
GETTING ACCESS
One login. The right access.

What you can do
One user can access different authorised companies.
- Company

- Establishment
- Its own HRSD file number
Access routes below reflect DuVolks’ experience—not confirmed universal rules.
Group Manager
The first manager named in the Articles of Association, in DuVolks’ experience.
Owner eligibility and exceptional access arrangements still need confirmation.
Establishment Delegator
Add other managers or authorised users and assign their privileges.

GETTING ACCESS
Primary access.
Then the right people and privileges.
A personal Qiwa account identifies the user. Establishment access determines which business they can act for; assigned privileges determine what they can do.
In DuVolks’ workflow, citizens and residents use individual and business areas under the same user, with Nafath verification where required. The primary-access details below are operational experience, not independently confirmed universal rules.
The Group Manager
DuVolks’ experience with newly opened companies: the first manager named in the Articles of Association, with a National ID or Iqama, receives initial access as Group Manager after company formation or CR issuance. Passport details alone have not provided the same access in that workflow.
The role name is visible in the supplied account screen; the first-manager assignment rule is DuVolks’ operational confirmation. The establishment-owner route and exceptional eligibility still need official confirmation.
Add an Establishment Delegator
The supplied Qiwa screens show the Establishment Delegator role and a route to add users by National ID/Iqama, then configure their access and privileges.
DuVolks uses this route for other managers and additional citizen or resident users. The screen shows a one-year subscription for one added user. One user can be authorised for different companies; company 700 unified numbers and establishment HRSD file numbers identify different records.
See the added-user chargeCheck access before relying on it
If the company has no manager with the required Saudi-issued identity, confirm the available arrangement with Qiwa or HRSD before planning transactions.
Do not assume a passport or Power of Attorney alone provides online establishment access.
Prepare information for the specific service—not a universal Qiwa registration checklist. Each authorised user should keep their own identity verification and approvals under their control. Do not send passwords, one-time codes or Nafath approvals through an enquiry.
COSTS & SUBSCRIPTIONS
Business subscriptions.
Keep the charges separate.
DuVolks confirms that the added-user subscription is paid in addition to the establishment subscription. Neither is the total cost of employing someone.
Business subscription reference
1 year / establishment · DuVolks operational confirmation
- Base price, excluding VAT
- SAR 935
- VAT shown, 15%
- SAR 140.25
Recorded example, not a universal current quote. DuVolks associates this amount with the 0–9 employee tier and confirms annual billing per establishment. Establishments under the same company may have different fees. The invoice evidences the amount and VAT, not the tariff rules.
Establishment Delegator
1 year from the payment date · per added user
- Base price, excluding VAT
- SAR 275
- VAT shown
- SAR 41.25
Paid in addition to the establishment subscription, as confirmed by DuVolks. Base price derived from the displayed total. The supplied screen shows one user and an access-and-privileges step. Confirm the charge for your own request before payment.
Individual account access
DuVolks reports that subscription charges apply to business access, not the individual account.

Service and government charges
Official entries list contract management, employment certificates and employee termination requests as free services. Check other transaction charges separately.
A “free service” label does not mean every related transaction is free.
DuVolks assistance
Professional support fees are separate from platform subscriptions and government charges. Agree the service scope before work begins.
