Saudi Arabia / Premises & municipality licensing
The right space.
For the right activity.
Before signing a lease or starting fit-out, check that your business can be licensed at the premises. A good address is only the beginning.

01 / Before you commit
Check the activity.
Then check the building.
Can this unit accommodate your business?
- Permitted use and location.
- Required area, layout and access.
- Activity-specific technical and safety conditions.
Check the approved use of the actual unit. A commercial unit in a mixed-use building is not the same as a residential-only unit.
Pause if anything is unclear. Resolve suitability and missing records before a non-refundable commitment.
Not one licence for every business. Requirements follow the activity, premises and responsible authority. Warehouses, workshops and factories need their own technical checks; an ordinary office checklist is not enough.

03 / Commercial Ejar · REGA
Make the lease match
the business plan.
Ejar records the rental agreement and its terms. It does not establish that your activity can be licensed at that address.

A finished interior
is not the final approval.
Have the relevant authority or qualified engineering office confirm what your work requires.
Before the contractor starts
Confirm the work permissions.
- Check the applicable renovation, alteration or other permit route.
- Resolve plans for exits, fire systems, ventilation, accessibility and signage, as applicable.
- Confirm engineering design, supervision or technical reports required for the premises.
Before the first customer
Complete the opening checks.
- Obtain the applicable municipal commercial activity licence.
- Complete the required safety route: evidence and Civil Defence / Salamah approvals vary.
- Complete any additional sector or site-authority permissions; keep address records consistent.
Allow for engineering, permitted works, safety systems, licensing and any corrective work. Confirm who pays before agreeing the lease.
Plan your wider budgetServiced offices & National Address
Check the arrangement—not the marketing label.
A dedicated office, serviced office or business-centre agreement must suit the actual activity and provide the accepted premises evidence. Do not assume that an address-only or “virtual office” offer qualifies for licensing or banking.
Keep your National Address accurate.
SPL provides the business National Address. Register and maintain the actual business location, retain its address proof and review affected government and bank records when moving. An address registration does not authorise an activity at the property.

Targeted official-source review of municipal commercial licensing, building occupancy, renovation permits, commercial Ejar and safety routes. Not a property inspection or a complete activity-specific licensing checklist. Confirm current requirements using the exact activity and premises.
Building completion / occupancy and building-compliance certificates are distinct concepts; neither substitutes for the business’s operating approvals. No universal engineering-report requirement or licence timeframe is promised here.
Sources open in a new tab. Arabic documents may use older ministry terminology. Requirements and the property’s status should be reconfirmed before commitment.
Supporting questions
Is a dedicated physical office mandatory?
Premises requirements depend on the exact activity and responsible authority. Check the proposed unit and arrangement before committing; do not assume that a serviced office or an address-only offer meets the requirements.
Are business centres and serviced offices accepted?
Confirm the specific arrangement against your activity, licensing requirements and the selected bank's evidence requirements. The provider's marketing description or an Ejar contract alone does not establish acceptance.
What is the National Address for a business?
SPL provides a formal business-location record for government and commercial transactions. Keep the actual location accurate and retain address proof. National Address registration does not replace a commercial activity licence.
Can the office address affect bank account opening?
Banks may request National Address proof and supporting premises evidence. Resolve inconsistencies and confirm the selected bank's document requirements; a lease does not guarantee account opening.
Can the premises be changed later?
Yes, but assess the new site's suitability before moving. Review the required changes to licensing, National Address and relevant company, tax and bank records; do not assume all records update automatically.
