    Ownership & investment registration

Can a foreign investor own 100% of a company in Saudi Arabia?

Yes, for eligible activities. Full foreign ownership is not available on identical terms for every business. Check the exact activity, investor eligibility and any restricted-activity or professional requirements before choosing the ownership structure.

Do I need a Saudi partner to start a business?

It depends on the activity and ownership route. Some activities allow foreign ownership without a Saudi partner; others have local-participation or professional-qualification conditions. Confirm the exact activity before agreeing shareholdings.

Can I open a Saudi business as a foreign individual?

Check your route first. MISA identifies foreign companies and Premium Residency holders among eligible applicants, and also provides an entrepreneur registration route subject to review. These are not interchangeable routes.

Do GCC citizens need MISA investment registration?

MISA says GCC citizens and wholly GCC-owned companies use the local-investor route. Foreign ownership within a GCC company's ownership chain can change its treatment. GCC residence alone is not GCC citizenship.

Is a MISA licence now called investment registration?

The updated Investment Law uses investment registration for foreign investors. You may still see “MISA licence” in older material. Investment registration does not replace company incorporation, commercial registration (CR), or approvals from the authority responsible for your activity.

General guidance, not an approval or advice for a specific application. Confirm requirements with the responsible authority before acting.
