Serve food
Start with the exact food-service activity and municipal outlet route. Match the premises, safety and worker requirements.
Outlet requirementsSector guide / Saudi Arabia
Plan the owners, premises and permissions for your food business. Start with what you will actually do.
Practical guidance—not an operating approval.
01 / Your starting point
A food-service outlet, an importer and a factory do not follow one identical checklist.
01 / Restaurant · Café · Kitchen
Start with the exact food-service activity and municipal outlet route. Match the premises, safety and worker requirements.
Outlet requirements02 / Products from overseas
Check the trading ownership route and SFDA importer, product and shipment requirements. A restaurant licence is not an import route.
Import requirements03 / Local production
Plan the industrial and SFDA facility route, with the relevant site and environmental checks. Do not treat a factory like a café.
Manufacturing requirementsSelect the investment route for the activity: operating a restaurant, trading food products and manufacturing food are distinct activities.
Ownership routesFollow the applicable formation route. MISA registration is not a blanket requirement for Saudi/GCC-only businesses.
Company registrationPlan capital around the selected activity, legal form and operating needs. This sector overview does not impose a blanket investment-registration minimum.
Plan the first-year budget02 / Formation to operation
Check the activity and site before committing to a lease, equipment or fit-out. Check authorities & permits before committing.
Choose the activities the company will actually carry out and the correct ownership route.
Defined activity & ownership route
For the foreign-investment route, complete the relevant MISA registration. Saudi/GCC-only routes follow their applicable formation process.
MISA registration, where applicable
Complete the company documents and commercial registration with the selected activities.
Company documents & CR
For a restaurant/café, complete municipal licensing. For food import or manufacture, complete the applicable SFDA and industrial/import requirements.
Applicable food-operation approvals
Planning stages—not a guaranteed approval sequence. Confirm preliminary permissions before works. Company registration alone does not authorise opening, importing or production.
03 / Operating checks
Match the space and the team to your actual menu, process and service model.
04 / Competent authorities
Use the rows that match your activity. These permissions are not interchangeable.
Do not add a separate SFDA establishment licence to an ordinary café checklist merely because it serves drinks. Confirm any additional importing, manufacturing, storage or distribution activities separately.
Selected checks, not an exhaustive licence list. Special locations, products and additional services can introduce other permissions. For a factory, also use the Manufacturing authority review.
