    Sector guide / Saudi Arabia

    Media & Advertising.
    From your brief
    to your audience.

Define your services, choose the right activity and plan the permissions for your agency, production or publishing business.

    Practical guidance—not an operating approval.

    01 / Your starting point

    Activity & owners

An agency, a production company and a publisher do not share one blanket licence.

    01 / Client services

    Agency & campaigns

Define the advertising, marketing and campaign services you will sell. Match them to the current media category; a broad business description is not a licence scope.

    Agency licensing

    02 / Content creation

    Production & studios

Separate the production business, studio operation and individual shoot. Confirm the current cultural-authority route and location permissions.

    Production permissions

    03 / Audience & distribution

    Publishing & broadcasting

State the format, platform and distribution model. Publishing, broadcasting and content distribution are distinct categories; check the responsible authority.

    Check the media category

    Foreign ownership

Use the investment route and media category matching the proposed services; no single percentage is promised across every media activity.

    Ownership routes

    Saudi / GCC ownership

Follow the applicable formation route. MISA registration is not a blanket requirement for Saudi/GCC-only businesses.

    Company registration

    Capital & costs

Plan capital around the selected activity, legal form and operating needs. This sector overview does not impose a blanket investment-registration minimum.

    02 / Formation to operation

    Setup route

Confirm the licensing category before committing to a lease, studio or client delivery date. Check authorities & permits before committing.

      Check the permits

Planning stages—not a guaranteed approval sequence. Identify authority-specific prerequisites early. Company registration alone does not authorise every campaign, shoot or publication.

    03 / Operating checks

    People & premises

Match your team and workspace to the services you will deliver—not just the company name.

    Before the lease or fit-out

    Office, studio or location

Identify where the work happens. An office, a production studio and a public-facing venue can have different premises requirements.

    • Office use and client access
    • Studio equipment, sound and safety
    • Workshops, sets and storage
    • Shoot locations and venue consent

Planning prompts—not a premises or filming approval.

    Rights & responsibilities

Before delivery, agree who clears the creative assets, music, talent permissions and client approvals. Keep these checks separate from operating licences.

    Planning your operation

    Nitaqat (Saudization)

Plan both your entity’s Nitaqat position and the rules for the jobs you will hire.

Your activity and team determine the Nitaqat check. Activity-specific and profession-specific Saudization rules need separate checks; meeting a Nitaqat band does not replace them.

    Your team & Saudization

    Nitaqat: your entity’s workforce

Nitaqat assesses the entity’s workforce using its registered economic activity and employee figures. A broad sector name alone does not determine the required percentage. Use the Nitaqat planner with your Qiwa activity and workforce.

    Profession-specific Saudization

Profession-specific Saudization is a separate check. The applicable decision may depend on the occupation, covered workforce, workplace and effective date. Meeting a Nitaqat band does not replace this check.

Roles to check: media, marketing, sales and administrative roles. These are prompts for your hiring plan, not a statement that every listed role has the same quota.

Use the tool’s scope, effective date and source notes. These links do not transfer or infer your activity, headcount or job codes.

Baladi (Municipality) — Commercial Activity License

Your exact activity and premises determine the requirements. Check the Balady activity record before leasing or fitting out.

    • Identify whether the operation uses an office, studio, workshop or public-facing venue.
    • Check premises use, signage and any production or event permissions for the actual operation.
    Your premises & municipality requirements

Check the premises requirements before signing a lease or starting fit-out.

Planning prompts, not a complete activity-code licensing checklist. Confirm the exact requirements in Balady and with the relevant site authority. Area and room-size figures are not provided in this overview.

In Balady, choose ISIC search, enter the activity code and select the detailed activity. This link opens the official lookup; it does not preselect a code or provide a live feed to this page.

    04 / Competent authorities

    Authorities & permits

Use the rows that match your activity. These permissions are not interchangeable.

General Authority of Media Regulation (GAMR)

    Media & advertising licence

    Activity-specific operating permission

For regulated advertising, publishing, broadcasting or other media work.

Match the licence category to the services you will actually deliver. Check the current competent authority and prerequisites before formation; obtain the applicable permission before regulated work.

    Production & filming

    Production, studio & shoot permissions

For the relevant film, audiovisual or studio activity.

Some licensing responsibilities have transferred to cultural authorities. Confirm the current production or studio category through Abde’a. Check filming and location permissions separately before a shoot; a company licence is not blanket location approval.

    GAMR — Mawthooq

    Individual advertising

    Individual social-media advertising licence

When an individual provides advertising content within the Mawthooq rules.

Distinguish the individual advertiser from the agency or brand. Check eligibility and the advertiser’s current licence before commissioning covered content; Mawthooq does not replace a company operating licence.

    Municipality / Balady

    Outdoor advertising

    Advertising or promotional sign licence

For the sign format, site and operating arrangement concerned.

Confirm the applicable sign licence, site rights and municipal conditions before installation or display. Buying advertising space is different from operating the sign.

    General Entertainment Authority (GEA)

    Entertainment events

    Event-specific permit

When your scope includes organising an entertainment event.

Confirm the organiser’s activity, venue consent and applicable event approvals before delivery. A media licence does not replace an entertainment-event permit. Not every business event follows the same authority route.

    Company. Individual. Project.

A company operating licence, an individual’s Mawthooq licence and a project or location permit serve different purposes. Confirm which party holds each required permission.

Selected checks, not an exhaustive licence list. Film, music, publishing, broadcasting and specialist venues may involve different cultural or sector authorities. Confirm the current category and issuing body.
