How this calculation works & official sources

For six or more employees, each band starts at m × ln(total entity employees) + c. The 2026 ministry guide supplies a separate curve and phase constant for each activity and band. ISIC codes are linked using Qiwa's public mapping snapshot, not inferred from an ISIC section or an English keyword.

With multiple activity groups, this planner takes the highest threshold separately for each band at the chosen workforce size and phase. Additional-hire targets repeat the comparison at every new workforce size. This is a conservative comparison, not a verified reproduction of Qiwa's internal multi-activity assignment rule. Use the assigned-group mode to calculate from your existing Qiwa entity activity.

Mapping source: 2026-10-04, 2,808 individual codes. Government cleaning contracts (part III) and regional headquarters are mapped in Qiwa's source but have no matching formula in this planner. Other catalogue codes without a Qiwa mapping also block a combined result. Higher education — health specialities and aggregated entities are available through the assigned-group mode; no automatic code mapping to those categories is asserted.

Regular planning uses Saudi employees ÷ total employees × 100, only after you confirm full-count eligibility. Qiwa rate mode uses the adjusted percentage you enter. Neither mode connects to your Qiwa account, reproduces workforce averaging or predicts when an official status changes.

Headcounts below six use the ministry's small-establishment guidance. The 100,000-person and 10,000-new-hire limits are this tool's technical limits, not legal limits. “Aggregated entities” is a specific registered category, not an option to blend any activities yourself.

Source review: 4 October 2026. English activity-group labels are translations; match the Arabic registered name where in doubt. Published phases are labelled April 2026, April 2027 and April 2028 by the ministry calculator. This planner does not calculate historical pre-2026 classifications.
