Regulatory update / Sales & marketing
Sales and marketing: two separate 60% hiring requirements.
Since 19 April 2026, affected sales teams and marketing teams each need 60% Saudi staffing. Check each group separately.

Does this affect you?
The rule starts when the entity has three or more workers in the listed sales jobs, or three or more in the listed marketing jobs. Do not combine the two groups to calculate one percentage.
Saudi marketing staff need at least SAR 5,500 monthly wage recorded for GOSI contributions to count. The reviewed sales guide does not set that same separate wage threshold.
02 / Your next step
What should you do?
Split the staff list
Identify sales and marketing workers by occupation code and actual duties.
Check the right conditions
Review marketing wages and any higher rules covering the same job.
Calculate each team
Apply 60% separately, using the ministry’s rounding rule and your planned team size.
