01 / Check your business
Does this affect you?
Private-sector businesses with three or more workers in the listed project-management jobs. Count the covered group across the entity’s branches, not the whole payroll.
Until the new rule starts, the current 40% rule includes a SAR 6,000 monthly wage recorded for GOSI contributions. The new 70% guide does not set a separate wage threshold; it does not cancel other pay or employment obligations.
02 / Your next step
What should you do?
Identify the affected jobs
Check the three occupation codes and the work your staff actually do.
Check today’s position
Continue meeting the current rule while preparing for the new one.
Plan the February team
Calculate the gap for your expected team size and allow time for recruitment.

Covered Titles (3)
Codes are from the Saudi Unified Occupational Classification as reported from HRSD's procedural guide. Verify against Table 1 of the guide before filtering your Qiwa staff list.
- 121314 Project Management Manager
- 214909 Project Management Engineer
- 242108 Project Management Specialist
Generic 'Project Manager' or 'PMO Specialist' titles from the 2023 list no longer appear. HRSD applies the decision to actual duties, so an employee registered under another code but running projects full-time may still be treated as in scope.
