WHAT IS MISA? / MINISTRY OF INVESTMENT

    Meet MISA.
    For your investment
    in Saudi Arabia.

MISA is Saudi Arabia’s Ministry of Investment. Its online investor services help foreign investors register an investment and manage it as the business changes.

The ministry: MISAThe online service: Invest Saudi

    WHO IS IT FOR?

    Foreign investors.

The investment may belong to a company or an eligible individual. The route depends on the investor and activity.

    Foreign companies

Overseas businesses investing in Saudi Arabia through a company or another eligible investment structure.

    Eligible individual investors

For example, Premium Residency holders. Entrepreneurial and other special routes have their own conditions; nationality or an Iqama alone does not establish eligibility.

Who uses the account? The investor or a person authorised to act for them, subject to the portal’s access rules.

    WHAT IS IT FOR?

Two reasons to use the portal.

A new investment and an existing investment need different services. Choose the task—not a new account every time.

    NEW INVESTMENT

    Starting an investment

    Register the investment

Apply through the official investor service for your investment type. An online account is only access to the application—not approval of the investment.

Check the investor type and economic activity first. Foreign investors complete the applicable MISA registration before the company CR and other necessary licences, subject to the route’s conditions.

    EXISTING INVESTMENT

    Managing an existing investment

    Complete the annual update

Review the registered establishment information through the annual-update service. This is distinct from the CR annual confirmation through the Ministry of Commerce.

    Change ownership or activities

Use the relevant amendment route when the investment changes. Restricted activities can require additional approval.

    Keep the record aligned

Update establishment details and follow official requests. Existing records and special investment routes may require a different service.

    ACCESS

    How to reach the services.

New investor or existing investor? Start from MISA’s official e-services page.

    1. Open the official portal

Start at MISA’s e-services page. It directs new and existing investors to Invest Saudi.

    2. Create or use your account

Use the offered account-registration or sign-in route. A portal account is not an investment registration.

    3. Choose the investment service

Select the registration, annual update or amendment you need, and follow its current requirements.

Account access is separate from investment approval. Keep passwords, one-time codes and identity approvals under the account holder’s control.

    PREPARE FOR THE TASK

    Company shareholder?
    Prepare the foreign entity’s documents.

This is preparation for the investment application—not just creating a portal login. Other investor categories have different requirements.

NEW APPLICATION / FOREIGN COMPANY SHAREHOLDER

When the foreign shareholder is a company

    Foreign company commercial registration

the record from its home country—not the new Saudi company’s CR.

    Foreign company financial statements

    for the last financial year.

    Activity-specific evidence

the additional requirements for the chosen investment category.

    Authentication matters.

MISA’s published guidance specifies Saudi Embassy authentication for the foreign commercial registration and financial statements. Confirm the accepted authentication route for the issuing country and selected service before arranging documents.

Check any translation requirements for the next authority separately. Do not assume the same document rules apply to every investor.

    MISA: document requirements

    For an existing investment record

    • Your current investment record and the service you need: annual update or a specific amendment.
    • The information and supporting evidence for the proposed change, such as ownership, activities or establishment details.

Need the application details? The dedicated guide explains the registration route in more depth.

    COSTS

Know what the charge actually covers.

Separate platform access, the selected transaction and any government liability or professional work. A free e-service does not make the whole task free.

    Investment registration and annual update

    Confirm the ministry-notified charge

Charges depend on the applicable ministry service. Confirm the notified fee, payment deadline and VAT before proceeding. Investment registration and the annual update are distinct services.

    Other investment services

    Service-specific

Check the selected service card. A service listed as free does not make all MISA transactions free.

    Company registration and sector permits

    Separate

MISA registration is not the whole cost of establishing or operating a business.

    • Older documents may say investment licence. Current MISA services use investment registration. Confirm the applicable route, requirements and charges for your own investment before applying.

MISA's published service targets include 10 working days for investment registration and 5 working days for the annual update. These are service targets, not a promise of total business-setup time. MISA service targets
