WHAT IS BALADY? / SAUDI ARABIA

    Your business.
    In the right place.

Balady is the municipal-services platform of the Ministry of Municipalities and Housing. It brings together municipal licences, permits, health certificates and other local services.

For a business, it connects what you do with where you do it—and the conditions for that activity and site.

    WHO IS IT FOR?

Business premises—and the people around them.

    Different users need different services.

    Owners & authorised business users

Applying for or managing the business’s municipal licences and permits.

    Workers in relevant activities

Health-certificate services for applicable food and public-health work.

    Property & construction users

Owners, authorised representatives and professionals using relevant building-service routes.

    WHAT IS IT FOR?

The licence. The site. The people.

Choose the service you need—not a checklist that applies to every business.

    YOUR COMMERCIAL ACTIVITY

Open and keep the record right.

    Check the activity requirements

Look up the exact activity, location conditions and required approvals before committing to premises or fit-out.

    Activity requirements lookup

    Issue a commercial licence

Apply for the activity at the proposed site. Some activities have an instant route; others require municipality review.

    Commercial licence service

    Renew, amend, transfer or cancel

Use the service that matches the change. Renew before expiry, or formally cancel when not continuing—do not simply leave the licence unattended.

    RELATED PEOPLE & PREMISES SERVICES

    Check what else applies.

    Worker health certificates

Relevant food and public-health activities require worker health checks. Use the correct certificate route and complete its medical and education requirements.

    Signs & advertising permits

Check the permission for the type, location and size of the sign or advertisement. A shop sign and a temporary advertising board are not automatically the same service.

    Building & construction services

Balady also covers construction licences and related building services. These are separate from licensing a business activity inside the premises.

    BEFORE YOU COMMIT

A company record is not a premises licence.

    Keep these two responsibilities separate.

    COMMERCIAL REGISTRATION / CR

    The business record

Identifies the registered business and its activities. It does not settle every condition for a particular site.

    Company registration

    MUNICIPAL LICENCE / BALADY

    The activity at the premises

Check the site, area, activity requirements and relevant approvals. Signing a lease does not prove suitability.

    Premises and address guidance

Check the exact activity requirements before signing a lease or preparing the site. Safety and other authority approvals may also apply.

    ACCESS & PREPARATION

Your identity. Your authority. Your task.

Signing in is not the same as approval for an activity or premises.

    HOW TO ACCESS

    Start with the official service.

    1. Choose the Balady service and read its conditions.
    2. Follow its official sign-in route. Balady Services offers National Single Sign-On (Nafath).
    3. Confirm the correct business account and your authority. Municipal authorisation services include account-manager and representative arrangements.

Do not assume any personal login can act for a company. Exact roles and permissions depend on the service. Keep passwords, codes and identity approvals under the authorised user’s control.

PREPARE FOR THE TASK / NOT ACCOUNT SIGNUP

    For a commercial licence

Activity, floor area and location; relevant premises evidence such as a lease, title or investment contract. Check any site/sign photo, building and safety documents requested for the activity.

    For a worker health certificate

Worker and applicable establishment details, plus the required medical examination and health education. The seasonal route permits the worker or an authorised establishment representative to apply.

Requirements vary. These are preparation categories, not a universal upload list or an assurance that no documents are needed.

    COSTS

Price the service—not “a Balady account”.

Keep municipal charges separate from the cost of getting the premises or worker ready.

    LICENCES & PERMITS

    Use the official calculator

Charges depend on the selected service and its inputs. Confirm the calculation and final bill for your activity and premises.

    Official fee calculator

    SEASONAL HEALTH CERTIFICATE / EXAMPLE

    SAR 60 listed

The published seasonal-certificate service lists this charge. It is not a price for every health-certificate route or an all-in medical/training fee.

Confirm the current charge and any VAT treatment before payment.

    PREPARATION & SUPPORT

    Separate costs

Medical checks, health education, engineering, safety work and agreed professional support may have their own charges. Check what is included.

Service timings are not a guaranteed opening date. Requirements, review and related approvals depend on the activity, site and selected service.

    DUVOLKS / PRACTICAL SUPPORT

    Make the next step clear.

Tell us the task and where you are in the process. We can discuss the relevant records, coordination and follow-up within an agreed scope.

    Clear responsibilities.

You retain control of identity verification and approvals. Government decisions, professional representation and third-party services remain subject to their own rules.

    KEEP EXPLORING

    Useful next steps.

This is DuVolks guidance, not the official portal. Use the authority’s current service requirements and the actual status of your request.

    Official references and scope

Ministry commercial-licence guidance and the activity lookup rechecked on 19 October 2026. Other Balady details draw on official indexed descriptions where direct access failed; current permissions, certificate charges and VAT still require confirmation. Some dynamic or unavailable service pages could not be fully checked. No signed-in account, application or payment flow was tested. Current instructions and charges take precedence.
