Since 30 June 2026, affected businesses must fill 30% of their listed engineering jobs with qualifying Saudi employees.

Does this affect you?
Private-sector businesses with five or more workers in the engineering jobs listed by the ministry. Count Saudi and non-Saudi workers across the entity’s branches—not the whole company payroll.
To count, a Saudi engineer needs valid Saudi Council of Engineers (SCE) accreditation and a monthly wage of at least SAR 8,000 recorded for GOSI contributions. This is not a basic-salary-only test.
